About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. 1. Licensing Violations in Neonatal Care Unit
The University of Chicago Medical Center settled a whistleblower lawsuit that accused the hospital of overcrowding babies in its Neonatal Intensive Care Unit from 1997 to 2005 in violation of state regulations and seeking reimbursement from Illinois Medicaid for care provided on days when the unit was not in compliance with those regulations. 2. Birth Injury
A jury in Cook County, Ill. awarded $11.7 million to a woman whose son suffered severe brain damage following his birth in 1988 at a University of Chicago hospital. 3. False Claims Relating to Transplant Services
The University of Chicago Hospitals paid a fine of $115,000 to settle a whistleblower suit alleging the hospital improperly manipulated diagnoses to allow patients to become eligible for liver transplants and enable the hospital to receive federal and state reimbursement for the service.... more»

5. Medicare and Medicaid Overbilling
In 2000, the University of Chicago agreed to pay the federal government $10.9 million to settle a lawsuit accusing the university of purposely overbilling Medicare and Medicaid claims for outpatient services between 1991 and 1998.
