About POGO's Federal Contractor Misconduct Database (FCMD)

The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. Phillips & Jordan, Inc.

Phillips and Jordan is a general and specialty construction contractor. Over the years, P&J has won substantial contracts from the federal government, playing a key role in the cleanup and rebuilding work in the aftermath of Hurricanes Andrew and Katrina and the 9/11 attacks on the World Trade Center. P&J was one of four prime contractors selected by the U.S. Army Corps of Engineers to clean up the aftermath of Hurricane Katrina along the Gulf Coast, a contract that could be worth more than $500 million.

1. NC Open Burning Violation

The North Carolina Division of Air Quality fined Phillips & Jordan $78,932 for open burning violations that took place at a land-clearing site on November 29 and December 3, 2001. The fine was later reduced to $22,500. According to the state Department of Environment and Natural Resources, as of July 2002, Phillips & Jordan had been fined five other times since 1997 for open burning violations.... more»
