About POGO's Federal Contractor Misconduct Database (FCMD)
The government awards contracts to companies with histories of misconduct such as contract fraud and environmental, ethics, and labor violations. In the absence of a centralized federal database listing instances of misconduct, the Project On Government Oversight (POGO) is providing such data. We believe that it will lead to improved contracting decisions and public access to information about how the government spends hundreds of billions of taxpayer money each year on goods and services. UT-Battelle LLC
UT-Battelle is a nonprofit partnership between the University of Tennessee and Battelle that manages and operates the Oak Ridge National Laboratory for the U.S. Department of Energy. UT-Battelle assumed management of ORNL in April 2000. In December of 2004, the company received the Department of Energy's highest rating for its management performance, and the DOE announced it would renew the contract for an additional 5 years.

1. Department of Energy Violations
On 11/18/2003, UT-Battelle was fined $151,250 for violations of “(1) work processes involving HFIR maintenance planning, implementation and post maintenance testing; (2) work processes involving REDC operations; (3) quality improvement and management assessment as mentioned in the preceding paragraph; and (4) management programs involving inadequate organizational structure and interfaces.”... more»
2. Violations of Nuclear Safety Requirements (Oak Ridge National Laboratory)
“The Department of Energy (DOE) today notified UT-Battelle, LLC and Fluor Hanford Inc. that it will fine the companies $110,000 and $206,250, respectively, for violations of the department’s nuclear safety requirements… DOE recognized the positive steps being taken by UT-Battelle senior management to improve nuclear safety performance and reduced a higher fine to the current amount, $110,000.”... more»
3. Oak Ridge National Lab - DoE Inspector General Report
The Department of Energy Office of Inspector General issued a report showing that UT-Battelle, the operating contractor at the Oak Ridge National Laboratory, incurred unreasonable costs related to Battelle-managed scientific conferences between October 2005 and September 2007 and misspent funds on such prohibited items as alcohol, cigars, gifts and entertainment. The report found that Energy was overcharged $606,000 on meals alone. During the time period in question, UT-Battelle did not request or obtain Energy’s approval prior to holding a number of these conferences, in violation of regulations.... more»
