Audit of DOE Waste Treatment and Immobilization Plant Project

The Department of Energy (DOE) Office of Inspector General (IG) conducted an audit of DOE’s $12.2 billion Waste Treatment and Immobilization Plant (WTP) project in Hanford, Washington. The audit substantiated allegations that DOE was not meeting quality assurance requirements with regard to the fabrication of “black cell” and “hard-to-reach” plutonium waste processing vessels. The IG found that DOE had procured and installed vessels in WTP that did not always meet quality assurance and/or contract requirements. The IG also found that DOE had failed to recover a $15 million incentive fee it paid to WTP prime contractor Bechtel National for the production of a vessel that was later found to be defective.
