Cloninger v. DynCorp International and Northrop Grumman (CNTPO Program False Claims and Retaliation)

Former DynCorp employee Fred Maxey Cloninger alleges DynCorp and Northrop Grumman defrauded the government on a counternarcotics support services contract on which Northrop was the prime contractor and DynCorp was a subcontractor. Cloninger contends that DynCorp and Northrop grossly mismanaged the government’s property on a U.S. Counter Narco-terrorism Technology Program Office (CNTPO) contract in Afghanistan, resulting in the loss and wastage of hundreds of millions of dollars of property. He claims the companies charged the government for substandard or nonexistent inventory and property management services. Cloninger also alleges retaliation, contending his employment with DynCorp wasn’t renewed because he raised concerns about various problems and irregularities on the contract.
