SIGAR Audit of USAID Afghanistan Alternative Livelihoods Program–Southern Region Contract

A Special Inspector General for Afghanistan Reconstruction (SIGAR) audit of United States Agency for International Development’s (USAID) Afghanistan Alternative Livelihoods Program–Southern Region contract with Chemonics International identified two material weaknesses and six significant deficiencies in internal control over financial reporting, 12 instances of noncompliance, and more than $13 million in ineligible and unsupported costs incurred between February 2005 and October 2009.
