U.S. ex rel. McGee v. IBM (“Project Shield” False Claims)

A False Claims Act lawsuit alleged IBM and other companies colluded with a Cook County, Illinois government official to defraud Cook County and the Department of Homeland Security out of over $50 million in connection with “Project Shield,” a federal/state grant program to provide first responders with video, voice, and data mobile platform systems. The lawsuit alleged that IBM, the project manager and prime contractor on the first two phases of the project, billed for defective, duplicative, or fictitious services. The case settled shortly before trial in 2017.
